History: The Marine Mammal Commission (MMC) was established in under Title II of the Marine Mammal Protection Act, which came about in part as a result of growing concern among scientists and the public that some species and populations of marine mammals could face depletion, or even extinction, as a result of human Act, which was the first legislation anywhere in the world.
